Government Arts and Commerce College Library is the heart of the institute which aims to provide an ideal ambience for both creation & dissemination of knowledge, information, insights & intellect in all its academic programs. The institute has utilized Information Technology extensively to ensure that the resources are accessible anytime from anywhere. Our role is to provide access to the information resources required by students, researchers and faculties of the institute for research, learning and teaching. There is a wealth of material to support learning and research at the College with collection of over 8700+ books, 13 current subscriptions to journals and 4 newspapers, and an extensive range of high quality electronic resources. Many resources are accessible from off-campus via the Internet.
The Library constantly active in building up rich collection of books. Library facilitates its clientele by providing E-Resources through NLIST, INFLIBNET Centre. The library is fully automated with SOUL software. The software facilitates issue -return of books, a web-based catalogue to access the books (OPAC) and reservation of books. Bar-coding system is used to computerize the bibliographic details of the books. The web-based inquiry module of software has been installed so the resource can be viewed from outside the campus.
Library Committee is made henceforth for the purpose of smooth functioning of the library and to make continues growth and maintain library collection and its services up-to-date. The library committee has below mentioned members:

She is a LIS Professional with 13+ years of experience. She had been associated with the Physical Research Laboratory, Ahmedabad. She has completed her studies in the Library & Information Science Department at Vallabh Vidyanagar. She has achieved University First in M.LISc. She has presented six papers at international or national conferences and five papers in peer-reviewed journals, including those in Scopus and Web of Science.
Her research interests are Digital Library, Library Automation, Library Management, Open Source Software, and Metrics Analysis.
General Rules
- Silence shall be observed strictly in the library. Readers should maintain peace in the library and should not disturb other users in any way.
- Use of a cell phone inside the library is strictly prohibited.
- While entering the library, readers are not allowed to carry personal belongings (bags, briefcases, parcels, etc.) or eatable items (biscuits, cookies, fruits, chocolates, cold drinks, tea/coffee, etc.). Belongings should be kept in the baggage rack at the entrance of library.
- Always carry your Identity Card when you visit the library; failing to do so will prevent you from entering. An Outsider Visitor must keep their original photo ID with them.
- All library visitors, including students and staff, have to make entry in the computer login/logout system or make sign the footfall register. Visitors are advised not to sleep, smoke or spit in the library. Obey the rules and discipline must be maintained in the Library. Indiscipline may lead to disciplinary action and the library privileges may be withdrawn.
- The Administration reserves the right to suspend the membership privilege of any member on account of misbehaving with the library staff.
- Library is for use, Do maximum use of it.

- Use of Reference books, loose issues of journals and news paper is limited within the library.
- Readers should not deface, mark, cut, mutilate or damage library material in any way. If anyone is found doing so, he/she will be charged with the full replacement cost of damaged material and may lead to suspension of library account and be barred from entering the library.
- Borrower is required to handle books and reading material very carefully. Marking library books with pencil or ink, tearing the pages or spoiling the same in any other way will be viewed very seriously. In such case, the last borrower will be held responsible unless he shows the Librarian at the time of issue that the book had been previously marked or damaged. In the event of damage of any kind, the last borrower will be liable to compensate for damage.
- Books or other materials taken from the stacks should not be re-shelved by the readers. Please leave it on the tables to avoid misfiling. Remember that a book misplaced is a book lost.
- Membership is non-transferable. Members are not allowed to issue books in any other member’s account. If it is found in that case account holder will be responsible.
- If member loses a book or reading material, he/she has to replace the latest edition of book. In such case the book cannot be replaced, Twice amount of the current price of the book will be charged. In case of foreign publications the present conversion rates to rupees will be entertained.
- Member of library, if going on long duration leave (more than 7 days) he/she must has to return library material before going.
- The “No Dues Certificate” will be issued to member only after he/ she has returned all the Library material or library dues.
The Library has rich collection of Print resources. The print resource includes Books, Periodicals, Newspapers and Magazines.

IQAC

About IQAC
As per National Assessment and Accreditation Council (NAAC) guidelines every accredited institution should establish an Internal Quality Assurance Cell (IQAC) as a post-accreditation quality sustenance measure. Since quality enhancement is a continuous process, the IQAC becomes a part of the institution’s system and works towards realization of the goals of quality enhancement and sustenance.
India has one of the largest and diverse education systems in the world. Privatization, widespread expansion, increased autonomy and introduction of Programmes in new and emerging areas have improved access to higher education. At the same time, it has also led to widespread concern on the quality and relevance of the higher education. To address these concerns, the National Policy on Education (NPE, 1986) and the Programme of Action (PoA, 1992) spelt out strategic plans for the policies, advocated the establishment of an independent National accreditation agency.
Consequently, the National Assessment and Accreditation Council (NAAC) was established in 1994 as an autonomous institution of the University Grants Commission (UGC) with its Head Quarter in Bengaluru. The mandate of NAAC as reflected in its vision statement is in making quality assurance an integral part of the functioning of Higher Education Institutions (HEIs).
The NAAC functions through its General Council (GC) and Executive Committee (EC) comprising educational administrators, policy makers and senior academicians from a cross-section of Indian higher education system. The Chairperson of the UGC is the President of the GC of the NAAC, the Chairperson of the EC is an eminent academician nominated by the President of GC (NAAC). The Director is the academic and administrative head of NAAC and is the member-secretary of both the GC and the EC. In addition to the statutory bodies that steer its policies and core staff to support its activities NAAC is advised by the advisory and consultative committees constituted from time to time.
The prime task of the IQAC is to develop a system for conscious, consistent and catalytic improvement in the overall performance of institutions. Government Arts and Commerce College Kathlal Dist: Kheda has an IQAC which was constituted on 13th June 2016 for planning, guiding and monitoring Quality Assurance and Quality Enhancement activities of the institution. The institution adopts quality management strategies in all academic and administrative aspects. The institution has mechanisms for academic auditing. The institution follows as per NAAC.
The institution was accredited by NAAC in 2019 for the first cycle. IQAC established at institute continued to strive for the betterment of processes and setup. NAAC Peer Team visited Government Arts and Commerce College Kathlal Dist: Kheda Campus from August 09 August 2019. The Institution has been Accredited with a CGPA of 2.53 on a four point scale at “B+” Grade valid for a period of 5 years from 09/08/2019 to 08/08/2024.

DR. VAIBHAV B. BARODIYA (CO-ODINATUR IQAC/NAAC/AAA)
An IQAC and NAAC vision at the college level is to foster a transformative quality culture, ensuring continuous improvement in teaching, research and administration through systematic processes, stakeholder involvement (students, staff, Alumni), innovation, and adherence to ethical standards, ultimately aiming for holistic excellence and student centric learning. This involves creating an ecosystem for academic rigor, promoting research, organizing development programs, and maintaining institutional databases for effective self evaluation and accreditation.
The Internal Quality Assurance Cell of the college strives to :
- Sustain and enhance the quality measures upgraded by the institution since its inception in the year 2012.
- Developing a system for conscious, consistent and catalytic improvement in the performance of its principal stakeholders that is staff and students of the Institution.
- Arrange for periodic assessment and accreditations.
- Promoting innovative practices that continually improve the effectiveness of the learning experiences of staff and students.
- Upholding the goals of quality enhancement and sustenance towards organizing various activities and programmes on College campus.
- Encourage self evaluation and accountability.
- The IQAC consistently works for catalytic improvement and consciously contributes towards the overall excellence of the College.
The IQAC of the College is Constituted to achieve the following Objectives:
- The primary aim of the IQAC is to develop a system for conscious, consistent and catalytic action to improve the academic and administrative performance of the institution.
- To perform various activities like quality management to sustain and improve the quality parameter in various activities taken place in the college
- To Facilitate the Integration of the Various Activities of the Institution and Institutionalize the Best Practices.
- Documentation of All curricular/Co-curricular/ extracurricular Activities on College Campus.
- To provide a sound basis for decision making imbibing all the dimensions of service quality to improve institutional functioning.
- Examination of the relevance and quality of current academic programs and initiate new courses and programs.

• Organization of workshops, seminars on quality related themes and promotion of quality circles.
• Organizing various workshops & seminars for the quality education environment.
• Organizing orientation programmes for the staff, students and the administrative staff.
• Preparation of the Annual Quality Assurance Report (AQAR) to be submitted to NAAC based on the quality parameters.
• Considering the feedback of students, faculty and parents for the best practices.
• Facilitating the creation of a learner centric environment conducive for quality education and faculty maturation to adopt the required knowledge and technology for participatory teaching and learning process.
